Article 11.6. Housing Code Sec. 11.6.1. Preamble; Definitions

C. The owner may also be assessed any actual costs incurred by the City in obtaining service including but not limited to, legal publication and personal delivery costs for notices, and orders.

A. Pursuant to G.S. §160D-1201, it is hereby found and declared that there exist in the City of Raleigh and its extraterritorial jurisdiction dwellings which are unfit for human habitation due to dilapidation, defects increasing the hazards of fire, accidents or other calamities, lack of ventilation, light or sanitary facilities, or due to other conditions rendering such dwellings unsafe or insanitary, or dangerous or detrimental to the health, safety or morals, or otherwise inimical to the welfare of the residents of the City and its extraterritorial jurisdiction. B. This Article establishes minimum requirements for the initial and continued occupancy of all buildings used for human habitation and does not replace or modify requirements otherwise established for the construction, repair, alteration or use of buildings, equipment or facilities except as provided in this Article. C. All building construction and residential properties shall comply with the North Carolina Building Code, North Carolina Residential Code and all applicable technical codes. Sec. 11.6.2. Conflict With Other Provisions In any case where a provision of this Article is found to be in conflict with a provision of any zoning, building, fire, safety or health provision of this UDO or ordinances or codes of the City, the provision which establishes the higher standard for the promotion and protection of the health and safety of the people shall prevail. Sec. 11.6.3. Minimum Standards for Basic Equipment and Facilities No person shall occupy or let to another for occupancy, any dwelling unit for the purpose of human habitation which does not comply with the following minimum requirements: A. Basic Equipment and Facilities 1. Kitchen Sink Every dwelling unit shall contain a kitchen sink, free from corrosion and leaks, in good working condition and properly connected to a water and sewer system approved by the City. The kitchen sink shall have hot and cold running water.
