Section 7.1.7 Traffic Analysis Preferred Analysis Programs: Except for very simple cases, all traffic analyses shall be produced with special software programs that are designed specifically for traffic model applications. For software to be acceptable it must be based on the most current Highway Capacity Manual methods.

Guidance : Use of alternate analysis software must be approved by City staff; however, the above software is not specifically endorsed by City staff. Other traffic analysis tools and programs will be considered on a case-by-case basis. City staff shall determine the appropriateness of the alternative models.
